Added DC and IRQ support for rt-kernel/xmc4 #22

Basic DC support, at the moment only SYNC0 is supported

@ArthurKetels , due to lots of questions lately I've added a DC sample mainly supporting SYNC0, the sample required some changes in the SOES core but most of the code changes is in the esc_hw, I've used the XMC4 for the purpose
