Adapt the citySelect from the desktop to the city selector that's used on the smaller screens.

Daniel added the city select dropdown for the small screen version of index.html, and I tried to copy this to our other html pages to add the city dropdown for small screens but it requires some JavaScript and I wasn't sure which scripts to add and how they interacting with the page.
