AC:

[ ] install-tools script installs protoc to back/tools/.bin
- [ ] based on host OS (only 64-bit for now)
[ ] Test with all OSes (WSL for Windows)
[ ] Update docs as needed

Please keep the main function clean and push out cross-platform code to functions as cleanly as possible.
