Add radio astrometry planets #1120

Note: For GJ 896, I've used the argument of periastron for the secondary in both the binary and planet orbits, but maybe I shouldn't have? See also #306.

Edit: changed to the primary value for the planet's orbit, since that's what's in the source. Still using secondary value for the binary orbit.

The lack of response to this and other pull requests for a week - despite a new commit being made every day! - isn't likely to encourage people to contribute.
