Merged duplicate systems Kepler-454=KOI-0273 #974

The Kepler-454 (Issue #798 ) and KOI-0273 refer to the same system. The KOI - 0273 file does not have sufficient data (no information on planet KOI-0273 c and KOI-0273 d ) and so it should be the one to be removed. The Kepler-454 has the latest data, so no changes required in it.

Please tell if there is a better way of doing this.

The systems_kepler folder contains unconfirmed planets, dumped from the Kepler Archive. It's outdated and not very useful. But I think it doesn't make sense fixing one go the entries. So I'll be closing it for now.
