updated template files with changes for OpenFAST 2.5.0. Need to check that the names for InflowWind match the new file-parsing that was implemented after these changes.
reorganized some of the data structures for storing specific OpenFAST tables
now prints comments listed on lines after table data
GetFASTPar and SetFASTPar now are case-independent
GetFASTPar now allows specification of index in case there are multiple parameters with same label (e.g., InflowWind)
