could you please tell me where can I download DISCON.dll ,because I do not plan to compile that

Precompiled binaries of the controller DISCON DLLs used in the OpenFAST r-test for 64-bit Windows are available here: https://github.com/OpenFAST/openfast/releases/download/v3.1.0/DISCON.DLLS.zip.
