Need to update restraint harnesses for Fedora38 #121

Might also need to refresh the Rawhide harness

Doug needs to provide the tarball for the harness then Jeremy can copy it into place

Tarball is in Doug's home dir on builder-00 for Fedora 38. If there are Fedora38 tagged packages already in the rawhide repo, we don't need to do anything. If not, they will need to be added, as well as potentially Fedora39 packages soon (from what I can tell, they just keep a version for each number in the rawhide directory because rawhides of different ages will request different versions).

There actually are upstreamed repos for Fedora38 and 39, but I don't believe the upstream rawhide packages have been updated to reflect the newer versions (rawhide uses restraint packages 0.3.3 vs Fedora39 using 0.4.4 for example)
