Configure ROCE / IW VLANs on SONIC switch and builder. #79

Configure the following on the SONIC Switch / Builder-00.

ROCE ports untagged 40, tagged 43 & 45 IWARP port untagged 50, tagged 51 & 52 combined ports (both ROCE & IWARP) - untagged 40, tagged 43, 45, 50, 51, 52

43 per priority flow control on pbit-3 45 per priority flow control on pbit-5

@lylavoie After talking with the Marvell developer, the QLogic FastLinQ cards do both RoCE and iWARP on a per port basis. So, we want to set port1 as RoCE and port 2 as iWARP on these cards. That, of course, has implication for the vlans on those ports of the switch.

@dledford did you update the table you to show this for the two ports? I believe both ports are connected to the switch, so it's just VLAN setup. I have not made all the VLAN configurations yet, so I'll just work off that table;
