There is a field for your mod-portal username/password. You need to be logged in in order to download mods.

403 is a HTTP Access Denied so I think there is something wrong with your credentials.

There is no problem with the password account, it has been logged in, but it is impossible to install and update mods. 8kcYC8

@maxage I ran into this today, try logging into the mod portal from OFSM using your username/password, rather than your email/password. That resolved it for me.

I get the error with username too:

(it doesn't help asking in multiple threads).

Try to manually download the mod then upload it to see if that fixes the issue.
