I have a non-US keyboard and keys I used to be able to use when keybinding in OFS 2.x can't be used in OFS 3.x anymore. In my case I can't used keys representing characters that aren't available in the alphabet used by English speaking countries. When I press one of those keys OFS detects no key press at all.
You can see numerous European layouts on the QWERT wiki page for examples e.g., Danish, Italian, Norwegian just to mention a few. It is mostly the keys close to the Enter key that differs quite a lot, but there are others as well.
