indelocator-tool submodule #15

CWL and Dockerfile written. Still needs indelocator-filter to filter on number of supporting reads = 3.

Updated filter_vcf.py to also do Indelocator VCF filtering, which is run via the mc3_vcf_postfilter.cwl.
