Propose solutions on any language for Principal Component Analysis here. Even though the folder is created, no solutions were yet proposed.

Made a PR adding the general steps for a PCA analysis to the README.md of the folder. I'm currently working on a Python solution inspired by Sebastian Raschka website :)
