K-means algorithm using C #4345

Would like to add kmeans algorithm using C language as right now the repo contains the implementation of kmeans algorithm using C++ and Python in the artificial_inteligence directory.

This is a(n):

Details:

Kmeans algorithm is a clustering algorithm used for machine learning.

Hi,@arghac14 @AdiChat @Lechenco @souvik3333 @vikram2000b @arnavb I am interested to add code in K-means Algorithm in python, So, should I start/push my code.

@utkarsh1996 the issues will be assigned in the first come first serve basis, i already raised the issue and asked them to assign me. So I suggest you to look for other issues.
