docs: Switch from jaguar-jsdoc to docdash #1262

Jaguar-jsdoc is hopelessly unmaintained and now has security alerts against it. This switches to docdash for the jsdoc template. This has fewer customizations, which should make it more maintainable.

A few drawbacks: typedefs aren't top-level easily searchable items. There may be other customizations we found desirable that aren't present.
