Fix network interpretation of Commuter Rail dataset #16

The input dataset has some labelling inconsistencies that result in the networking algorithm to fail and create the mess pictured above.

The Commuter Rail dataset is currently not used for any network interpretation, so this can be backlogged indefinitely until the network version of this dataset is needed.
