The Bundesverwaltungsgericht recently has issued two significant court rulings which probably are relevant here. They state that the German national FOI law applies to the administration of the Bundestag (federal German parliament). That implies that other national laws also apply to it. This likely will make it easier to create technical specifications and enforce against administrations of German federal and state parliaments.
