It is used by the new Digging into Linked Parliamentary Data (Dilipad) project: http://dilipad.history.ac.uk/2014/05/20/introducing-pml-parliamentary-markup-language/

The XML foundation makes it unsuitable for OpenGovLD but the semantic relations can be reformulated as RDF (and therefore JSON-LD). In fact the former LIPARM project provides examples as RDF: http://www.liparm.ac.uk/?page_id=61

It is likely that PML is already obsoleted by #55 (at least in part).
