bounding box / extent for Location #70

As discussed in https://github.com/OParl/specs/issues/258 I suggest to add a bounding box property to Location. That now has also been added to the issue description https://github.com/opennorth/popolo-spec/issues/59 fo Area.

The parallel OParl-issue https://github.com/OParl/specs/issues/258 was closed although the very real issue submitted by a vendor was not resolved (but a proposal was submitted) and the vendor had announced to create a vendor extension.

OpenGovLD will not close this issue before there is a reasonable solution.

See DCAT, DCAT-AP and GeoDCAT (and INSPIRE). Some relevant discussion also took place regarding the OGD 2.0 draft.
