As @jpmckinney correctly remarked (in https://github.com/OpenGovLD/specs/issues/60) LegislativeTerm is essentially a long-running Event. Finding a good (or great!) common solution with https://github.com/opennorth/popolo-spec/issues/25 does not seem to be difficult.
