Some additional work found in the course of #2087

[ ] gap tags are missing see: https://archive.org/stream/polyaenistratege00polyuoft#page/300/mode/2up where the chapter jumps from 25 to 27 this continues elsewhere
[ ] items currently designated as section need to be designated as chapters (fix both markup and the refsDecl)
[ ] sections need to be marked and a new level of structure needs to be added to the refsDecl; sections are indicated by the larger of the Arabic numerals in the margins as here: https://archive.org/stream/polyaenistratege00polyuoft#page/296/mode/2up (digits 1 and 2 in chapter 19); these are sometimes indicated in text as `. note that some are unnumbered so there should always be at least a "1". Every chapter needs at least one section.
[ ] find missing<head> tags and remove digits within head tags as this is redundant. Some <head> tags were removed. See in particular ΘΗPΩN MIΔTΙAΔΟΥ. following line 12 in section (chapter) 28. This is actually a header for 28.2. May also rend all head tags as centered.
[ ] make sure all capitalized Greek letters are in fact Greek. Some English capital letters appear to have been entered in the caps.
[ ] add descriptive paragraphs to the refsDecl that summarize the structure
