Removed the \ tags
Added the base urns in \
tags
Added xml:lang info to \ tags
Moved milestones at the end of a paragraph to the start of the next div
did a preliminary step to separate app crit comments by line -- more to be done, of course.

When you submit a PR add the "fix" language to close out the issue when the PR is merged.
