"About" page #21

Needs some text about the project, when/why it was created, links to source code, links to the Iowa City Animal Center site, etc.

We should also include thanks for projects we depend on (Rails, jQuery, Bootstrap, etc) and organizations that have helped sponsor (Heroku, National Day of Civic Hacking, Busy Coworking, etc).
