Several website messages untranslatable into Vietnamese due to strict plural rules #469

Translatewiki.net prevents the following messages from being properly translated into Vietnamese. It insists that Vietnamese has only one plural form (other), but it actually has two plural forms, like in English:

When attempting to provide one and other forms using the same syntax as the source string, Translatewiki.net raises the following error:

Dạng số nhiều phải được định nghĩa là {{PLURAL|…}}. Bản dịch này chứa {{PLURAL|one=…|…}}.

Translatewiki.net doesn’t even permit a zero form when the English source string requires it.

Most Translatewiki.net projects are unaffected, because MediaWiki intentionally departs from the CLDR scheme by allowing one forms regardless of language. But non-MediaWiki-based projects have a different syntax for plurals. The plural rules for these projects are probably based on either CLDR (see CLDR-14273) or gettext (bug 62876). Curiously, the issue does not affect corresponding openstreetmap-website messages on Translatewiki.net, such as Browse.way.also_part_of_html.

Actually, this issue very much affects openstreetmap-website: openstreetmap/openstreetmap-website#3997.
