Update PG Date Functions in tiler DB #634

As part of the work on #624, we redid aspects of the PG Date functions.

Those get pulled from master here, but note the git hash a few lines down: https://github.com/OpenHistoricalMap/ohm-deploy/blob/staging/images/tiler-db/Dockerfile#L10C15-L10C84

I will tie a PR to this issue presently for Ruben to review

This is merged and now the tile data is updated on Staging.

@Rub21 can you confirm that the relevant updates to the database happened on production as well after you deployed this? If so, go ahead and close this ticket.
