This could be because the Staging Overpass API has been down for a few days it turns out:

Staging taginfo is disabled at the moment. NOt sure we need to worry about that since we've not made changes there

@Rub21 found that

because of the amount of data that we are processing, weeks ago we exported all production data into staging, and maybe also mismatched data that is happening. to solve that we need to re-export the dat into empty EBS

So we did that.

But we still have the status monitor showing Staging Overpass offline, and it does seem to be showing 503 https://overpass-api-staging.openhistoricalmap.org/api/status

On the plus side, I see staging tiles at https://vtiles-staging.openhistoricalmap.org/#2/29.9/-77.08
