Feature with malformed dates is labeled with bogus date #675

In iD, if you enter a malformed year into the Start Date or End Date field, the feature’s label includes a bogus date of January 1, 9999. For example, the screenshot below is for start_date=abcd. The label should omit either date if it is invalid.
