vector tile pipeline appears to be down

Bug description Changes in the OHM DB are not getting updated in the vector tiles, so user edits are not being reflected on the map.

Repro Steps

1. Check out any of the relations in changeset 106479
   • Mongol Empire (1205-1207)
2. Confirm the relation has all the appropriate type, boundary, admin_level, and place tags to show up in the vtiles.
3. Visit vtiles for OHM to verify that the relation is not there, as it should be.

This appears to be related to #678 where large imports cause imposm fails. Immediately, we will restart the container to get the tiles caught up

@Rub21 and @batpad I am still not seeing the items we would expect to be in the tiles as referenced in this issue:
