Update to the latest Taginfo version

Currently, we are using an outdated version of Taginfo, which needs to be updated due to recent changes in the repository https://github.com/taginfo/taginfo/commits/master. There are also some other related issues and improvements that need to be addressed.

Taginfo has been successfully updated at https://taginfo.openhistoricalmap.org/. In addition to resolving the issue, I have optimized the containers and configured them to run in separate processes.

• Web: It is going to use fewer resources and will pull the database from S3 to start running.
• Data Processor: This job will run on a dedicated job node with an autoscaler, using sufficient resources. It will then upload the data to S3. This setup ensures that it only uses large resources for a few minutes, avoiding the prolonged use of extensive resources as was done in the past.
