Render city/town admin_level=8 boundaries more strongly #888

I've been working on mapping historical Rhode Island boundaries, and city/town boundaries are barely visible and don't get a label. See this example of Kings Towne (map link):

It is defined by this polygon which seems like it's correctly mapped:

I've updated the styling here to increase line thickness + slight color adjustment but I'll need to see it after fully deployed - below screen shot from Maputnik

for names - pulled 7,8 from centroids data.

Note for future referencing, the name is associated with "admin" and not "town:
