Replicate the default OSM skin's labelling of the outlines of administrative boundaries

Boundary edge labels would be very helpful for making sense of gerrymandered boundaries or boundaries that follow natural features. Unfortunately, we’re halfway through a performance optimization that makes it more difficult to implement them: https://github.com/OpenHistoricalMap/issues/issues/798#issuecomment-2146312594. Once we’re able to deduplicate neighboring boundary relations, then hopefully we’ll be able to reintroduce the necessary data for boundary edge labels.
