Railway=subway visible at lower zoom levels #898

It would be useful for railway=subway to be seen at zoom levels down to at least level 13

Where this is visible

Despite being an important part of NYC infrastructure, it's not visible beyond high zoom levels

The Railway layer also seems to omit subways at these zoom levels. I’d imagine they’d be of interest there too.
