There are two changes in this PR:

Delete GH action to notify matrix on PR. After C4, we use forks for PRs. GH secrets don't work for PRs from forks so this action failed every time a pr was opened.
Automatically request PR review from members of @OpenHospitalityNetwork/maintainers team.
