Notify matrix room when an issue or discussion is created. #27

Problem: Issues and discussions from outsiders may go unnoticed, and we (insiders) keep manually posting them to the room.

With the change, our matrix room will get a message whenever an issues or discussion is opened. There was no discussion about it before creating a PR so please comment below whatever you think about the problem itself.

@weex I started from the solution here 😊, just had a piece of code (from the #11) and thought that it would be actually useful to reuse it in this way (instead of just deleting and forgetting about it). Making a PR streamlined the process, one step less. Do you think in such situations we'd rather create an issue first? That would make a space for discussion if the issue is really worth solving and what other solutions are there, but maybe for some small parches and process/operations/flow/meta improvements it's ok to simplify it?
