Allow 'uploads' from URL #663

In individual cases you don't want to upload complete files, but rather just link to other resources. Point in case: I spent the day working on the connection of openSNP and Open Humans and right now the link on OH's side only works by uploading a file.

The best way to achieve this is to be discussed. 😄

I'm interested in a DataLink model, instead of a DataFile model, to represent these scenarios.

While I'm against starting to "store data in our database", the act of linking to external resources that have data (rather than redundantly storing them in Open Humans) is a scenario we should support.
