Added loc scale #12

fixing an issue in the Wakeby class. scaling didn't work correctly. Wakeby distribution has two scale parameters, alpha and delta, so rv_continuous could not scale the distribution correctly.

Hi @bina20, if you are still interested in having this change in lmoments3, please open a PR on Ouranos' fork : https://github.com/Ouranosinc/lmoments3

We, the team at Ouranos, have a need for lmoments3 in "xclim" and have taken over the maintenance of this package for now. We will be releasing in pypi and on conda from our fork. OpenHydrology seems inactive.
