Making mriqc into a python package #3

And fix some import and code error

Hi @dhruvsharma15 I updated the code a little and made mriqc folder into a python package to make it easier to consume. I also update the code to address some error I see. I don't know if the changes look good to you. Please take a look. With these changes, the code works on my first try! 👍
