Report and apply long-term fix to issue 59 #60

Issue https://github.com/OpenInternet/co-pilot/issues/59 added a temporary patch over an issue in the dnsmasq package for ARM devices. We need to report this upstream and monitor for fixes so that we can unhold the package.
