Mention C++ Build Tools in Windows' setup docs #212

Add information to prevent potential issue encountered during a first Windows install on a pristine machine, where lack of C++ build tools from any previous installation wrecked the process.

Missed when testing and writing Windows doc, as computer already add this installed prior.

Comes bundled with cmake.
