VEN has to answer with an oadrCreatedReport to VTN's oadrCreateReport #141

Unless I'm doing something wrong, when a VEN receives an oadrCreateReport, it the updates to the scheduler but it doesn't send an oadrCreatedReport (this function), which is needed for conformance.

Actually, a TELEMETRY_STATUS one-shot report needs to be supported, which I'm not sure it is.

I fully agree, neither of them is supported. Please note that the link to the function is not correct.
