APRM/LPRM upscale trip within control rod group 1 #59

(Latest github commit with crd stuff) i set the server to start with insertion set to 0 inside of rod_generation.py. i begin to withdraw the control rods and notice the period does not read out, i continue to withdraw until rod 18-07 in group 1 when the IRM begins to come up RAPIDLY. Within just a few seconds all IRM's skyrocket and i end up with an APRM/LPRM upscale trip. the APRMS did not even come on scale before the scram. i tested this twice and i am sure the APRMS never came on-scale.
