Update to Ubuntu 22.04 (jammy) starting with 23.0.0.7 #411

Ubuntu-based Liberty images include Ubuntu 20.04 (focal) as the current base.

Update to Ubuntu 22.04 (jammy) starting with Liberty 23.0.0.7.

From now on, we plan to move up to the latest Ubuntu LTS version when they are available.

Note: 23.0.0.3 and 23.0.0.6 images will remain with Ubuntu 20.04. The reason for performing this upgrade on a monthly, non-quarterly driver is to give customers time to plan to move up.

Completed. 23.0.0.7 images are based on jammy (22.04)
