Add WARM endpoint option #509

This is a performance change for improving first request time, mainly focused on InstantOn, but will also work for normal startup.

@ymanton Yes, it can fail (and it does in the kernel-slim build), but yes, errors will be ignored so it should be ok.

@leochr - There should not be a significant impact to build time (maybe 1s) or image size (less than 1mb) by default.
