Design feedback: Hovering over panels should be disabled when you can't click to expand anything.
When a "widget" in the third column (browser, pod, or editor) is at its full height then there does not need to be any hover over behavior. The hover over outlining of a widget should only be shown when the widget is not fully shown so the user knows to click it so as to make it fully visible. Otherwise, when the browser window is large (tall) enough to accommodate everything full size (vertically), it's confusing to have a hover state on the panel, when it doesn't do anything.
