Implement code hotspot in interactive guides #324

As part of the user feedback design changes for the interactive guides code Change scenarios we can use a hotspot to show the existing code that is to be changed. As shown in the Change scenario in https://github.com/OpenLiberty/iguides-common/issues/322, @ CircuitBreaker is a hotspot that highlights the current code. In the Add scenario @ CircuitBreaker is not a hotspot.

This issue was separated from #322

Hotspots do not currently exist in the interactive guides.
