Short description of what this resolves:

Fixes the Travis build failures and adds github actions for builds.

Changes proposed in this pull request:

Update .travis.yml to more current versions of Java and Open Liberty and WebSphere Liberty
Add github actions for additional build coverage
Update references to the liberty-maven-plugin to the most recent version available.
