Removing the obsolete JakartaCodeActionHandler. #792

Resolves https://github.com/OpenLiberty/liberty-tools-intellij/issues/779. JakartaCodeActionHandler has been completely replaced by the javaCodeActionParticipants that are declared in plugin.xml. The only remaining reference to this class was in a Javadoc comment and that has also been removed in this PR.

Mac build failures are the same as the ones existing in main
