The .libertyls file doesn't appear immediately when dev mode starts. #403

The .libertyls file does not appear immediately when dev mode starts. It only becomes visible once a server.xml file is opened.

This behavior was tested with the Liberty Tools for Visual Studio Code (LTV) 24.0.11 snapshot and is consistent in both of the following environments:

Mac with Maven (Java 17)
Mac with Gradle (Java 21)

The same behavior is observed in 24.0.3 version of LTV.
