Installation instructions for Open Liberty Tools refer to WASdev.net which no longer exists #410

Two places:

FWIW, this should never really have pointed people at WASdev.net because it's meant to be an independent OSS project separate from WebSphere. So the instructions need to stand alone - pointing people at Eclipse Marketplace (ideally) and (optionally) at the openliberty.io/downloads page.

The approach of downloading is not what we recommend now. I think these instructions could be simplified by maybe just describing installation and them pointing at the openliberty.io Getting Started guide. This would need to be checked to make sure the flow makes sense.

One thing we should also clarify is names - Open Liberty Tools vs WebSphere Developer Tools vs IBM Liberty Developer Tools. It gets very confusing.

Happy for the above to be a separate issue if we don't want to cover them in one go.
