OL gendoc: - Pull the "Liberty Kernel" feature out of the "features" node in the TOC #26516

The Liberty Kernel feature doc represents the default config / api / api / info that is part of the Core runtime itself, and is confusing how its represented in the OL generated docs here.

In addition we should change the title of this page to de-emphasize the term "feature" - and just describe it as "The Liberty kernel is the core of the Open Liberty runtime"
